Core Programs & Community Referral Services

Preserving the three-pillar framework established on reach-out-colorado.org in 2013 and verified through the February 2026 IRS Form 990-EZ filing, Reach-Out Colorado concentrates its resources on immediate family stabilization and childhood nutrition across Rifle and Parachute.

Pillar I · Emergency Assistance & Resource Referral ($30,130 in FY2025)

As a Resource & Referral agency, Executive Director Thomas W. Jones and Administrative Assistant Dina Jones assess household crises, connect clients with partner programs, and disburse direct voucher relief when no other funding is available:

  • Utility Vouchers: Preventing winter heating, electric, and water shutoffs for low-income families in Rifle and Parachute.
  • Emergency Medical Bills & Prescription Medications: Assisting uninsured or underinsured neighbors with urgent pharmacy co-pays and clinic invoices.
  • Temporary Housing Vouchers & Housing Repairs: Short-term motel shelter referrals and urgent safety repairs for vulnerable seniors and families.
  • Gas Cards & Bus Passes: Essential transportation aid for regional medical appointments, job interviews, and shift work along the I-70 corridor.
  • Emergency Food & Clothing Referrals: Direct coordination with Lift-Up, Feed My Sheep, and local parish pantries.

Pillar II · Volunteer Action Teams & Seasonal Outreach ($37,712 in FY2025)

Our volunteer teams mobilize civic clubs, churches, student athletes, and families across Western Garfield County:

  • School Programs – Totes of Hope: Weekly Tuesday 6:00 PM packing of weekend nutrition bags for elementary, middle school, and Head Start students in Garfield School District Re-2.
  • Angel Tree Christmas Program: Holiday gift sponsorship and warm winter clothing for children referred by local schools and partner agencies.
  • Annual Winter Coat Drive & Senior Assistance: Collecting cold-weather coats, boots, and blankets for children and assisting homebound seniors with seasonal chores.
  • Latino Community ESL & Leadership Integration: Supporting bilingual navigation of school, healthcare, and social resources.

Pillar III · Ongoing Community Research & Gap Identification

Rather than operating in isolation, the ROC Center convenes regular check-ins with its 11 partner organizations—including GARCO Human Services, The River Center, Catholic Charities, and Tom’s Door—to identify emerging needs in Rifle, Silt, New Castle, Battlement Mesa, and Parachute.
